Dr. Shakuntala Misra National Rehabilitation University established by Viklang Kalyaan Vibhaag, Uttar Pradesh Government came up by an Ordinance dated August 29, 2008, later replaced by U.P. Act No. 1 of 2009, dated February 19, 2009 and U.P. Act No. 24 of 2011, dated November 28, 2011.The first University of its kind, which also provides accessible and quality higher education to challenged students, in a completely barrier-free environment. The Dr. Shakuntala Misra National Rehabilitation University is an institution with a distinct character. I congratulate you for approaching this University for higher learning. This University does not have any parallel in the annals of higher education in India for the reason that it has fifty percent reservation for differently-abled or physically challenged students. Hence, the University not only offers an opportunity for academic excellence but it also augments human aspect of an individual who study in this institution, making him a holistic human being.
In my long career and experience in the University system, I consider it a privilege to head this University. It is a challenge to give shape and direction to a University where normal and differently-abled students mingle and study together. It is my considered opinion that University education should not only strive for academic growth but it should also aim at developing an individual as a noble human being with sterling character, and this University offers ideal environment for the same.
