The long cherished dream to fulfil the need for higher education in this remotest corner of the tribal district of Mayurbhanj and the frontier of Odisha-Jharkhand-Bengal came to reality on 13th August 1979 with the establishment of Seemanta Mahavidyalaya by ceaseless efforts of the local stalwarts. The college started in a thatched house with 99 students and 14 numbers of staff. Later in 1980 the college was shifted to the existing building constructed by the management committee with land area of 15 acres obtained from the Govt. of Odisha. The college was accorded concurrence by the Govt. of Odisha in 1979-80. Affiliation was obtained from Utkal University in 1980-81 for opening of intermediate class in Arts. Subsequently the college began to expand its academic branches. Intermediate in Science was introduced in 1981-82 and Commerce in 1984-85. In 1986-87 the college attained the status of a full fledged degree college. The college imparts Under Graduate teaching of Honours in the subjects of Economics, Political Science, History, Anthropology, Physics, Chemistry, Mathematics, Botany and Zoology under Utkal University. After opening of North Orissa University at Baripada, w.e.f. 11 July 1999 the college has, if so facto, been affiliated to this University. With the assistance of UGC, Sericulture as vocational subject in +3 Degree Science stream and Tourism and Travel Management (T.T.M.) in +3 Degree Arts stream were opened from the session 2001-02 and 2002-03 respectively. Self financing career oriented certificate courses were introduced in the subjects of Functional English, Community Development, Tourism and Industrial Chemistry with 30 seats each as add-on-courses in +3 Degree stream under UGC assistance from the session 2001-2002 and 2002-03 respectively. Government of Odisha has accorded concurrence to open Odia Honours in +3 Degree Arts stream and IT as elective subject in +2 Science stream from the session 2011-12 and 2012-13 respectively.
