J.V.R. Govt. College was established in Sathupally in the year 1976. It was
named after the then Chief Minister, Sri Jalagam Vengal Rao, who encouraged educational opportunities to the students of this area. The vision of starting a Government degree college at Sathupally was the brain child of a renowned social worker, Sri.Udathaneni Satyam. In the early 1970 s the aspirants of higher education in the Khammam District had to look only forKhammam town, as there was only one government degree college for the entire district of Khammam. A representation for a degree college at Sathupally was submitted to the then Chief Minister of A.P, Sri. Jalagam Vengal Rao by the secretary of degree college committee, Sri U.Satyam.
The college was sanctioned accordingly.
In less than anticipated time the government issued orders and in the year 1976 the college started functioning with B.A., B.Com and B.Sc., courses in Telugu medium. Initially students joined in this college from various districts like Warangal, Nalgonda, Guntur, Prakasam, Krishna and East & West Godavari. One hundred and twenty one students joined in the faculties of Science, Arts, and Commerce. Out of 121 students, 71 students who were economically poor were given free boarding and lodging facilities.
As the students strength increased, the need for separate building aroused,
until then classes were managed with seven sheds in the campus of Junior college. The village development council consisting of Sri Vuyuri Adi Narayan Rao, Sri Tulluri.Ramanadam, Sri Morrisetty Rajaiah and other donated 30 acres of land for various educational institutions of which 15 acres were allotted to this college by the District Collector, Sri. P.V.R.K. Prasad.
The Development council collected and spent Rs. 15 lakhs for construction of seven class rooms. In addition to it the government also sanctioned Rs 12 lakhs for construction of the main building block. Director of Public Instructions Sri V.Ramachandran, Joint Director Sri K.V.V Subba Raju extended their full cooperation for the development of the college. With efforts of development council, well furnished building was constructed. Initially college functioned as an affiliated college of Osmania University later the college was affiliated to Kakatiya Univwrsity which was newly established in the year 1978. Owing to the strenuous efforts of the then Principal and CPDC, UGC affiliation under 2 F and 12 B was granted in the year 1989.
Over the years, there has been phenomenal growth in the infrastructure. With the co-operation of the committed and well qualified staff, the institution has been rendering valuable service of imparting higher education to the poor and disadvantaged sections of the rural society.
