It was November 1977, a group of local personages converged in a small shed in Chandol Bazar where Sri Kelu Charan Barik offered the idea of setting up a college for the propagation of higher education among the deprived and the poor students of this rural area. After protracted deliberations a body namely "Proposed Chandol College Committee" was constituted under the steward?ship of Late Banamali Brahmachari, a doyen of the teacherdom of Orissa, intended to run in the shadow of the still extant "The Job oriented Education Society, Chandol," In this connection, however, the public would always appreciate the contribution of celebrities of the area like late Hrudayananda Naik, first and distinguished Chartered Accountant of Orissa, Late Gagan Bihari Bhadra, Sri Nilamani Nayak and many others who had striven to make the dream of the people of the area come true
